The ACI-Herzog joint-venture will take over the operations and maintenance of the New Jersey Transit Line by September 2025 

Herzog Transit Services, Inc. (HTSI), in a joint venture with Alternate Concepts, Inc. (ACI), has been awarded a contract for the operations and maintenance of the Hudson-Bergen Light Rail System (HBLR).  

“We are honored to be the operations and maintenance partner for the Hudson-Bergen Light Rail System,” HTSI President Scott Perry said. “Herzog and ACI are committed to delivering safe, reliable, and efficient transit solutions to the communities we serve.” 

HBLR’s owner, NJ Transit, is the largest statewide public transportation system in the country with 263 bus routes, three light rail lines, 12 commuter rail lines, and paratransit service. HBLR opened service in 2000. The line runs north-south on the Hudson River waterfront and consists of 24 stations over 20.6 miles, providing trips for nearly 50,000 weekday riders.  

ACI and Herzog have a current partnership to maintain and operate the Tren Urbano in Puerto Rico. The partnership has been successful, as the Tren Urbano consistently achieves an on-time performance north of 98% and a strong safety record. 

Herzog’s wholly owned subsidiary, TransitAmerica Services, Inc. (TASI) also works with ACI, as the two partner to operate CTRail’s Hartford Line between New Haven, CT and Springfield, MA.   

Herzog and ACI will transition into the operations and maintenance of the system by September 15, 2025.
