The Los Angeles County Metropolitan Transportation Authority (LACMTA) recently awarded the Phase 1 preconstruction services contract for the Link Union Station Project – Phase A to FlatironDragados, with Herzog serving as the team’s exclusive track subcontractor.
This Construction Manager/General Contractor (CM/GC) project will transform Los Angeles’s Union Station from a “stub-end” terminal to a modern “run-through” station. This project will significantly increase Metrolink and Amtrak frequency – daily passenger capacity is expected to double – while reducing rail transit travel times across Southern California.
Phase A of the Link Union Station Project focuses on the construction of a new run-through viaduct structure. The viaduct will extend from the south end of the station and span over the US-101 freeway. The new viaduct structure will feature two new run-through tracks.
Additional project scope includes the construction of new sound walls and retaining walls, “Quiet Zone Ready” improvements at the North Main Street grade crossing on the west bank of the Los Angeles River, active transportation improvements along Commercial Street, and various utility relocations.
Herzog will assist FlatironDragados during Phase 1 Preconstruction Services with track and signal phasing and sequencing optimizations, constructability reviews, value engineering, and coordinating work with Metrolink, Amtrak, and BNSF. Once the project enters Phase 2 Construction Services, Herzog will be responsible for relocating/reconfiguring existing track along the west bank of the L.A. River to create access for viaduct construction. Once viaduct construction is complete, Herzog will construct two new lead tracks on the viaduct structure to establish a fully functioning run-through track configuration.
Benefits to Los Angeles and Southern California upon the project’s completion include improved service frequency and capacity for Metrolink and Amtrak, reduced train dwell times, and one-seat rides from San Louis Obispo to San Diego.
The preconstruction phase is expected to continue through May 2027, with Early Work Packages (EWP) beginning in the summer of 2026. Revenue service is expected to begin in 2031.
