David Lucas
David Lucas – Herzog Contracting Corp. – Vice President of Track/Infrastructure Maintenance
David Lucas provides executive leadership for Herzog’s maintenance-of-way (MOW) services, capital rehabilitation planning and associated track infrastructure maintenance. This includes providing oversight for MOW system safety programs, project financial estimates and guidance on operating policies, rules, and regulations. With 30+ years of combined Class 1 and Commuter rail experience, David has built a strong foundation but continues look for personal challenges and ways to help the Herzog team achieve a perpetual Herzog.
Prior to his current role, David served as Vice President of Field Operations for Herzog Technologies, Inc., where he played a key role in the mobilization and transition of maintenance-of-way services to Herzog for Metrolink in 2021. Initially appointed as Assistant General Manager for Signal, Communications, Back Office, and Train Control, David was later promoted to General Manager in February 2022. In this capacity, he oversaw all maintenance activities for Metrolink’s rail infrastructure, including track, bridges, right-of-way, signals, communications, and train control systems. Additionally, in 2022, he assumed responsibility as General Manager for the Arrow Operations contract with TransitAmerica Services, Inc.
David also worked for the BNSF Railway for more than 20 years gaining a foundation of Class 1 railroad principles that have carried over into the commuter sector. These principles are used to help our customers develop an understanding of systems they currently use and potential system capital and/or operational upgrades that will help their respective properties be more reliable.
David has an Associate of Applied Science degree in Electronics Technology (Communications) from Johnson County Community College; certifications in Project Management from the University of Texas Arlington, FRA Testing & Inspection, Cutover Principles, Six Sigma & Lean Principles from BNSF Leadership University and is a Qualified Electronic Technician. He is an active member of Committee 36 Highway-Rail Grade Crossing Warning Systems and Committee 37 Signal Systems for the American Railway Engineering & Maintenance-of-Way Association (AREMA) and has the California State License Board (C10 – Electrical Certification).
