As Chief Strategy Officer, LeAnna Gutierrez Cumber is responsible for guiding Herzog’s strategic initiatives related to regulatory compliance and expanding the organization’s capabilities and reach. Her role includes helping the organization navigate complex regulatory landscapes and secure project financing to support the successful delivery of critical rail and highway infrastructure.
LeAnna joined Herzog following her service as a City Councilwoman for Jacksonville, Florida—one of the largest cities in the country—where she focused on transportation and infrastructure development. Prior to her time in public office, she spent more than 14 years leading a transportation consulting firm, where she provided assistance and strategic advice to private transportation companies as well as state and local governments to secure financing for ports, rail, and highway projects through grants and loan vehicles. Her experience includes leading successful U.S. Department of Transportation (USDOT) grant and loan pursuits, including state infrastructure bank loans, and providing government relations and business development services.
Before launching her firm, LeAnna held several roles in Washington, D.C., including Associate at Baker Botts LLP, Legislative Counsel for the USDOT Office of Inspector General, and Legislative Counsel in the U.S. Senate.
LeAnna holds a Juris Doctor from the USC Gould School of Law.
