Lou Litten


Herzog Transit Services, Inc. – Vice President of Commuter Rail Operations

In 2011, Lou Litten was named Vice President of Commuter Rail Operations for Herzog Transit Services, Inc. (HTSI). Lou provides industry-leading expertise and executive leadership for HTSI’s general managers of 11 commuter railroads. He is fluent in all facets of rail operations including compliance in safety, regulatory, operating rules, transportation, maintenance of equipment, maintenance of way, maintenance of systems, maintenance of facilities, dispatch, customer service, contract, finance, and labor relations. His prime focus is the delivery of operational excellence to our customers.

Lou has spent 35 years in management positions including the last 25+ years in commuter railroad operations. He began his railroad career at New Jersey Transit Rail Operations (NJTRO) working in different positions in various departments for over a decade. As a member of APTA’s Commuter Rail Committee, Lou has a complete understanding of industry standards and the operational challenges within our industry.

His Herzog career began in 2005 when he was hired as Director of Rail Operations, Tri-Rail. While there Lou was promoted to General Manager (GM). As the company expanded, he also served as GM for the New Mexico Rail Runner Express.

Prior to his latest promotion, Lou held the position of Deputy Division Manager. While in this position, he assisted in 10 mobilizations on new railroad contracts and helped foster the company’s growth from 300+ to over 1,100 employees today and from six to 11 railroads. Additionally, Lou has served as the company’s highest appeals officer with respect to labor relations
