Herzog Technologies, Inc. – Vice President of Business Development – Rail Systems

Stanley is an experienced signal and communications professional with 43 years of experience in the design, construction, maintenance, and management of signal, wayside, and highway/rail grade crossing systems, and positive train control (PTC). His extensive experience in public works and facilities has rounded him into a valuable asset in business development.

Stanley is responsible for all phases of business development for PTC and signal and communication construction and maintenance. He oversees general business operations for industry and commercial compliance and manages select signal and communication construction contracts to ensure timely completion and superior budget performance. Stanley has prepared numerous capital and maintenance budgets and successfully negotiated union contracts.

He is a recognized expert and technical resource in federal and state court regarding grade crossing signal operations. Stanley is responsible for OSHA, FRA 234 and FRA 236 testing and compliance oversight. He also ensures environmental compliance for signal communication with all railroad facilities.

Stanley is the former chairman of the Association of American Railroad (AAR), Communications & Signal Division. He also has served on the Technical Review Committee (TRC) for signal systems and Railroad Signal Advisory Committee (RSAC) for the Federal Railroad Administration (FRA).  He has been a long-time member and subcommittee chairman for Technical Committee 36 (Highway-Rail Grade Crossing Warning Systems) of the American Railway Engineering and Maintenance-of-Way Association (AREMA).
